Can we load password protected pdfs to the Library?

No, password protected PDF's are not supported. Stellar Library already provides you with a level of security with content such as a pdf and you are only distributing files to users that you trust and therefore shouldn't need a password to view. Also, users are not able (by default) to either email or print the documents which adds to the level of security further.
